This booklet is produced by the Communist Workers League of Britain (Marxist-Leninist). It is concerned with the most crucial political problem facing the working class and all progressive people in our country: the problem of building a genuine party of the working class millions, a scientific party, a creative, militant, revolutionary COMMUNIST PARTY.
As is explained in the Introduction, this draft is the product of much investigation and careful analysis. It is produced to combat the erroneous notion that a genuine communist party can come into being without proper preparatory work having been undertaken and accomplished. It sets out, on the basis of lessons from the histories of the practice of successful parties, and on the basis of the theoretical teachings of tried and tested Marxist-Leninists, to pinpoint the main problems and puts forward concrete proposals for their solution.
It follows, and is complementary to, the draft document published by the CWLB (M-L) in May, 1974: “Building Revolutionary Communist Bases at the Place of Work”. That document was itself produced to combat the incorrect notion that a genuine revolutionary communist party can come into being without the active and creative participation in the party-building process of working class men and women, especially industrial proletarians.
The CWLB (M-L) issues a call, makes an appeal to all Marxist-Leninist organisations and individuals throughout the country to carefully study this booklet and its detailed arguments and proposals. There is no question as crucial as this one. A solution to it paves the way for the overthrow of the ruling class, the liberation from capitalist exploitation of millions of men and women.
On the other hand, the failure to solve this problem means that millions of workers will be condemned for a prolonged period to carryon with their existence under capitalist conditions, which for the worker are getting steadily worse all the time.
Organisations and individuals are asked to take a position on this document; are asked not to be over-concerned with this or that formulation of a point, but instead to be constructive and to divide their criticisms and comments into primary and secondary categories, so that matters of small importance are not elevated and allowed to stand in the way of unity on the basis of the major, essential points put forward.
TO ALL MARXIST-LENINIST ORGANISATIONS AND INDIVIDUALS, TO EVERY PROGRESSIVE MAN AND WOMAN IN THIS LAND, THE CWLB (M-L) MAKES AN APPEAL: THE WORKING CLASS IS UNDER ATTACK. WE MUST ACT RESPONSIBLY, BE CLEAR-HEADED, UNITE AND ORGANISE.
