In closing our Political Report, comrades, we want to stress what kind of a Congress we must hold, what kind of a Congress this must be to insure that our tasks are carried out successfully.
The first thing we want to point out is that this is a Congress which absolutely affirms the Leninist nature of our era and the task of our era, which is the transition from capitalism to socialism. It is a Congress which stands firmly in support of Marxism-Leninism and proletarian internationalism.
This is a Congress in which there is open, frank and candid discussion. It is a Congress in which we point to our advances, but in which we speak openly as comrades about our mistakes. We raise criticism without being liberal, and we solve problems. Comrades, we should be clear about the historic importance of this Congress. The success of this Congress will determine the progress we will make in the next few months towards the formation of the party. The extent to which we achieve a real solid unity of thought and action, and go out of this Congress not carrying out our policies for some vague sense of discipline, but out of absolute conviction of their correctness, will determine whether or not the proletariat in the coming year has a vanguard party or it does not. That is the real significance of this Congress which we must grasp.
We believe, comrades, that a genuine Marxist-Leninist party cannot be formed spontaneously. Who is it that is going to form the party, comrades? It is our organization that is going to form the party! It is time that we take responsibility for the outcome of the class struggle in this country. From Honolulu to Alabama to Chicago, we have responsibility for the future of the revolution. It is in our hands. It is not in the hands of some Guardian circle being set up. It is not in the hands of the “C”PUSA, or of the RCP, or of the CP(M-L). It is in our hands.
The workers and oppressed people of the world will look to us in the United States. They will know when a revolutionary situation develops in the U.S., it will be the beginning of the end of world capitalism and imperialism.
We are determined to be prepared for that day. This is a duty which we assume with boundless dedication, great humility and the absolute certainty of victory.
In closing, comrades, we would like to point to an observation by Comrade Stalin. He once stated that there are two roads to take when a fisherman is caught in a storm.
We are definitely caught in a storm. Our enemies from without are doing all they can to attack us on all fronts. From within, the force of bourgeois ideology, and the efforts of the bourgeoisie to penetrate our organization cannot be overlooked. We have seen this in the past, and we will see much more of this in the future. We are definitely moving towards class battles on a scale never before known in this country, and worldwide. The danger of imperialist war and fascism are qreat.
Stalin pointed out that there are two types of fishermen. Some crouch in the bottom of the boat, cover their heads in fear and allow themselves to be tossed about, at the will of the waves around them. Some pull in their sails, their boat cuts through the waves, and they are swept forward by the fury of the storm.
Comrades, we are fishermen of the type of Marx, Engels, Lenin, Stalin, Mao Tsetung and Enver Hoxha. We are fishermen who do not fear the storm of class struggle, but who will emerge triumphant no matter what hardships confront us.
Ours is the duty to turn our socialist dreams into socialist reality. The revolution we will win in the United States will require deeds comparable in every way to our comrades-who have fought on countless battlefields before us–in the tunnels around what was once Saigon, and is now Ho Chi Minh City, or in the streets of Azania against fascist reaction.
These are the tasks that lie ahead for us. The Central Committee believes that the history of this organization, and the history of the comrades in this organization, confirms that we will meet these tasks and emerge victorious.
Comrades, the First Congress of the Marxist-Leninist Organizing Committee declares boldly that this is a Congress of Marxism-Leninism, not revisionism. Modern revisionism remains the main danger to the international workers and communist movements, and we will fight modern revisionism until it is destroyed. This is a Congress of genuine Marxist-Leninist unity, not of disunity, of splitting or of peaceful agreement. Our agreement is the unity of thought and action based upon principle.
Finally, this First Congress of the Marxist-Leninist Organizing Committee declares openly to the workers and oppressed people of the United States, and to the world:
We have complete and total confidence in the working class of the United States, and the oppressed and democratic masses.
We stand for the worldwide alliance of the working class and oppressed nations and people.
We are absolutely certain that revolution will triumph on the soil of the United States.
We are absolutely dedicated, regardless of the sacrifice, to build a Marxist-Leninist communist party which will have the honor and sacred duty to lead the working class in armed struggle until the overthrow of the bourgeoisie and the establishment of the dictatorship of the proletariat, socialism and communism.

REVOLUTION WILL SURELY TRIUMPH!
FIGHT THE CLASS WAR ON EVERY FRONT UNTIL VICTORY!
SOLVE THE PROBLEM! BUILD THE PARTY!
