Introduction to the Resolution on Hemispheric Unity

Comrades,

The greatest economic and international political reserve of strength for the USNA is the ruthlessly exploited and savagely oppressed peoples of Latin America.

The sad history of the relations between the workers of Latin America and of the USNA is a history of paternal relations—an imperialist inspired paternalism that has worked only in favor of the imperialists.

So long as the productive abilities of the USNA workers are used against the strike struggles of the Latin Americans and vice versa, the only possible victory is the victory of the imperialists.

The demand for the unity of the labor movement in both continents is no longer simply a demand of moral outrage. It is a life and death question for the revolutionary movement in the USNA and in Latin America. The peasant masses of Latin America constitute a gigantic reserve of revolutionary energy. We consider their struggle for emancipation an indispensable part of the struggle for the emancipation of the hemisphere’s proletariat.

In the spirit of equality, comradeship, and solidarity, we present this resolution to our Congress.

Resolution on Hemispheric Unity

The investment of USNA finance capital in the countries of Latin America and the Caribbean increasingly is shifting to the industrial sector, as opposed to the simple extraction of raw materials to be processed in the oppressor country.

In terms of class relations this means: 1) the almost complete elimination of the national bourgeoisie as a progressive force and their absorption into the imperialist camp; 2) an industrial proletariat whose employment by the imperialist, especially USNA imperialist, monopolies link them inextricably to the proletariat of the oppressor countries as well as to the proletariat of all the other oppressed nations, 3) the growing destruction of small production creating a rural proletariat in the countryside and driving the petty bourgeoisie into the urban proletariat; 4) a growing sector of the permanently unemployed living in squalor in the cities as capital intensive agriculture and industry grow.

Regimes that insure the interests of the imperialists even at the expense of maintaining feudal relations have been installed throughout the continent. Capitalism, unobscured by bourgeois democratic trappings, stands revealed in all its murderous fury. But the open terroristic dictatorship of finance capital does not stand unopposed. In every country, revolutionary Marxist-Leninist parties are growing, deepening their roots in the proletariat and peasantry. These parties reject the revisionist lie of the “peaceful transition to socialism” and are preparing themselves for the inevitable armed struggle against the forces of fascist imperialism. Our Party is a militant and fighting Party of the proletariat and totally rejects any class collaborationist and revisionist theories of the peaceful transition to socialism.

Latin America is the key if USNA imperialism is to maintain its advantage in the world economic arena. Latin America is the particular link in the chain which we must grasp at this moment in order to destroy our own bourgeoisie. The struggle of the oppressed peoples of Latin America and the Caribbean to destroy imperialist domination and the Canadian and USNA peoples struggle must be made one hemispheric struggle.

Lenin teaches us that proletarian internationalism has two interrelated aspects: 1) the overthrow of one’s own bourgeoisie and 2) the effort “... to unite the workers of various nations in the struggle to overthrow the rule of the bourgeoisie of all nations.” (Lenin, Collected Works, Vol. 21) For the proletariat in the USNA these two aspects have special significance in regard to the struggles of our comrades throughout the hemisphere.

To the USNA proletariat, the United Front Against Imperialism and proletarian internationalism can only mean the fight to overthrow our own bourgeoisie. What greater contribution can we make to the world-wide anti-imperialist, pro-socialist struggle than to overthrow the USNA imperialists. Consequently the Party resolves that the United Front Against Fascism within the boundaries of the USNA must become part of a Hemispheric United Front Against USNA Imperialism led by the parties of the proletariat.
