There has been no practical solution to the question of studying local experience from the reports of the economic conferences. The reports received by October 1 have not been sufficiently made use of for practical work or for the press and have riot been processed by the Central Statistical Board. The fact is that only given a correct and regular study of the reports (by the C.S.B., the S.P.C. and Ekonomicheskaya Zhizn) and publication of the results of the study in the press is it possible to make the reports truly most valuable material suitable for political and economic conclusions. This task should be set before the S.P.C., Ekonomicheskaya Zhizn, the C.S.B. and the C.L.D. Managing Department, and its fulfilment secured.
I authorise you to call a special conference and to outline a programme for studying the reports.[1]

[1] V. A. Smolyaninov’s notes show that the study of the reports submitted by the local economic conferences was assigned to responsible workers of the State Planning Commission and the Central Statistical Board. Lenin, agreed to this with the proviso that the arrangements would be efficient and business-like, and asked for a list of these workers to be submitted to him at once.
