[1] Here allowance should be made for the scale of prices that existed in 1920. Owing to the continuous growth of emission during the early years of Soviet government, paper money was rapidly depreciating. According to the data of the Currency Board of the People’s Commissariat for Finance of the U.S.S.R., the value of the gold ruble (taking as equivalent the gold coins of pre-revolutionary times) averaged 1,633 paper rubles in the first half-year of 1920, rising to 4,083 rubles in the second half-year (see Nashe Denezhnoye Obrashcheniye.
