[1] Written on a memo addressed to Lenin by the Business Manager of the Council of People’s Commissars, V. D. Bonch-Bruyevich, who pointed out the urgent need for building public baths with disinfection chambers at Moscow’s railway stations in order to combat an imminent epidemic of typhus.

The document bears a note by Semashko: “Z. P. Solovyov. A commission should be set up... to urgently consider the matter. Dr. Levenson is instructed to take the initiative in convening a conference.”
