[1] At a meeting of the C.P.C. on October 15, 1918, the People’s Commissariat for Food tabled a proposal that 40 million rubles be allocated for the upkeep of the Poor Peasants’ Committees, apparently for a period of six months at the rate of 6.5 million rubles per month. In view of the impending amalgamation of these committees with the local Soviets, Lenin proposed a 2-month allocation of funds (”2 >< 6½=13”). The C.P.C. adopted Lenin’s proposal for the allocation of 13 million rubles; the other proposals of Lenin’s were also included in the decision of the C.P.C. (see Decrees of the Soviet Government, Vol. III, Moscow, 1964,pp. 593-95).
